I verified the weather block code dealing with permissions (only 2 lines !!) and I see nothing wrong.
I also verified the module's code dealing with permissions and I see no problem at all.
The problem is most probably with your permission rules.
What is exactly your weather block name ? is it Wetter ? If it is, dont put a space before that name in the permissions rule.
It will be easier for me to answer if you tell
- what permissions you want to give and to what user or group
- your FULL permissions rules
Permissions is a complex matter and it is not easy to solve problems with uncomplete informations.

I tested again the pm system of this website and I had no problem sending and receiving messages between 2 differents users. What problem did you have when you tried to send me a pm ?
You can send me the admin account info at vedrine _AT_ vedrine _DOT_ net (I am writting _AT_ and _DOT_ to avoid been spamed, replace this with the right characters @ and . to have my exact mail adress)

Wen I click of "Enyoer message priv" is this the message:

There was a problem because pnForum module is linking to the core "Messages" module but I am not using Messages on this website. I use pmBOX.
I have corrected the pnForum template to link to pmBOX and it is now working.
That for reporting this problem.
