Yes when i enter the same url on my browser i can see the XML

I forgot to mention that i'm using PostNuke 0.750 and module ver.1.33.
I installed my city package correctly and set it as default.
my site is on the altervista.org domain, i don't think it uses a proxy.

When you use the url directly in the web browser, it works. However, it doesn't in postnuke. Here is the error information:

If you use XML feed method, you get the same connection error i.e. connection failed (111).

Unfortunately I see no other reason that something special on the server or the server network.
For security reason some hosts doesn't allow you to make the server act as an http client (they think you should only use it as an http setver not client)
Maybe you can ask you hsting compagny ?
also some provider deactivate the php functions to conect to outside also for security reason.
