If you go to MSNBC page : http://weather....=wc:USCA1019 you will see it is not a weather module problem but a msnbc problem. The module is just displaying the (lack of ) information it received.
Good news is that apparently weather.com don't have the same problem : http://www.weat...=search_city
So I suggest you switch to weather.com.

You need to register at their website (I think the URL is given in the module's documentation) they will send you an User ID and authorization key
Then go to Admin istration -> weather -> Method for gatering data and enter these infos and check "XML feed from The Weather Channel".
If you can't find the weather.com url to register post a messsage here and I will try to reteive it (not easy I am on holidays and don't have my documentations with me)
